Scenario 1: Suburban Neighborhood of Single-Family Homes

Proposal before the Council: Rezone to permit construction of transitional housing (following drug rehab) for teenagers. Neighborhood zoned residential did not permit non-related minors congregant living in a supervised setting.

[Transitional housing, also called a halfway house, is the opportunity for individuals (here, minors) who do not have a family to "go home to" or would benefit from supervised care, to live in a neighborhood setting. These individuals usually go out to work or school, while having guidance, secure "home" setting for a short time.]

Scenario 2: Lower-Income Housing Neighborhood

Proposal before the Council: Approve a Bond proposal for a community center to be built. [A bond proposal is put on the ballot on election day. The entire community votes on whether to approve the Bond. A Bond is the ability for a jurisdiction to borrow money at a low interest rate to do a major improvement project. The proposed site was in a neighborhood of modest homes and was accessed by one street in/out].

Scenario 3: High-End Residential Neighborhood

Proposal before the Council: Build a walk-and-bike trail along the neighborhood boundary that will connect the center of the city to the DC Metro and allow pedestrians and cyclists to avoid heavy-traffic roads.

Scenario 4: Under-Served Urban Area

Proposal before the Council: Rezone to allow construction of a full service big-box store (i.e., supercenter, large retail establishment) in a disadvantaged neighborhood. [The site was in a neighborhood with small businesses and homes].
