Question 1) Describe the systems engineering process as brought forward by the Defense Acquisition University. Where in the life cycle of a system is this specific process most useful?
Question 2) "While the government has responsibility in all nine concept domains, its primary objective is establishing mission requirements" Do you agree with this statement on page 13? Why or why not?
Question 3) Were requirements clearly understood at the beginning or did requirements evolve?
a) Who or what drove initial (i.e. pre-concept development) requirements?
b) How do the expected requirements stated for the concept development phase, given in Table 3-2, relate to what was expected initially AND how did these requirements evolve post-concept development? Were those "hard" requirements?
Question 4) Was the TIMATION effort mentioned on page 23 a technology demonstrator supporting higher level needs of a larger scale acquisition? How would you establish if this is the case?
Question 5) As discussed on page 23, the Naval Research Lab pursued a change to the international time standard. What if this was not possible?
Question 6) The Army developed its own satellite navigation system SECOR in 1962. In hindsight, did it make sense for each branch to have initially developed its own system? Would it have been possible for this program to have started out as joint? Why? Discuss examples throughout the acquisition phases that show differences in requirements between the services, and explain if and how systems engineering was used to resolve conflicts.
Question 7) Was the requirement to improve navigation and position accuracy derived from a clear operational need? Was this need shared across each of the services?
Question 8) What issues drove the attempt to consolidate the programs? Was this reactionary to a clear problem (i.e. inefficiency), or was the need to go joint properly justified?
Question 9) The DoD identified the viability of the program based on several issues.
a) Were the viability issues relating to permitting "a significant reduction in the total DoD cost for positioning and navigation" and "significantly increasing military effectiveness" identified by the DoD verified? Describe if, how, and when.
b) Was a program schedule identified to meet a given capability by a certain date? If so, what was driving this date?
