Draw lewis structure of NO3Cl include lone pairs of electrons, resonance structures and formal charges (minimized). Here is what I think... I think that the basic structure is O=N(-O)(-O-Cl). Where N is double bonded to one O and single bonded to two O atoms. Also, one of the O atoms is single bonded to Cl atom. Also, I think that the double bonded O atom has two lone pairs, one of the O atoms has three lone pairs, while the other O atom that is bonded to the Cl atom only has two lone pairs and the Cl atom has three lone pairs. But I don't know if there is resonance, or what the formal charges would be, and I'm not sure about the lone pairs.
