The head of the national police of Country X, Commandant Doe, ordered a raid on the house of Jones, an outspoken opponent of the dictator of Country X. Jones was dragged from his home, brutalized, and then taken to the office of Doe, who personally executed Jones without any legal cause. Jones’s body was then dumped on the steps of his home, terrifying his widow. Jones’s widow fled to Country Y and gained asylum. Several months later, Doe came to Country Y on a personal visit. While Doe was there, Jones’s widow brought a wrongful death suit against him. Country Y has a statute that gives its courts jurisdiction over actions brought by a plaintiff either in delict or tort for a violation of international law.
