Describe/define the three levels of police/citizen encounters and the necessary legal justification required for each of them. (The three encounters are consensual encounter, investigative stop, and arrest. )

Next, describe ( make up or find an example of) a scenario for each level that outlines what a law enforcement officer could legally do or not do during that type of encounter.

List and name several ways in which a law enforcement officer or officers can cause a routine consensual encounter with someone of the street to be viewed by the Courts as a stop or a "seizure tantamount to arrest." Basically, how can they ( even unintentionally) turn what starts out as a consensual encounter/voluntary contact into a stop ( where reasonable suspicion or probable cause are legally required).
