A wastewater treatment plant discharges 1E-5 m^3/day of treated waste to a river. Immediately upstream of the plant, the ultimate CBOD is 2 mg/L and the flow is 9E5 m^3/day. At a distance of 20 km downstream of the plant, the river has an ultimate CBOD of 10 mg/L. The state has set an ultimate CBOD discharge limit for the treatment plant of 2000 kg/day. The river has a velocity of 20km/day. The CBOD decay coefficient is .1/day. Is the plant in violation of the discharge limit?
