A communications company uses a mathematical model to route data through its complex communications network. The current average time for data to reach their destination is 1.340 ms and times typically follow a normal distribution. A new mathematical model is tested to determine if it will result in improved process performance. The new mathematical model was used to route 20 data sets with the following results (time in ms):

This appropriate hypothesis test is "one-sided", since H1 will be true only if the new model routes calls in less than 1.340 ms.

At the 0.05 level of significance, using the critical value approach, is there evidence to suggest that the new mathematical model has improved process performance?
