Social media platforms like Facebook are used to coordinate protest activity by creating "transnational discursive spaces." These social media platforms facilitate the spread of mobilization orders and assist in organizing political protests. Therefore, the difference in the use of social media to coordinate protest activities is they don't necessarily take sides or actively participate, but by allowing users to communicate and coordinate effectively, they are essentially complicit (Valenzuela, 2013; Piechota, 2020).

The U.S. generally is about 20 years ahead of the rest of the world in STEM areas. This technological gap can alter what technology is available to what demographic of people. However, there is a much greater perceived difference in a country like Chile vs Honk Kong vs U.S. (Valenzuela, 2013; Piechota, 2020).

In countries experiencing political unrest that have a different outlook on freedom of speech one might expect that the integration of technology into protests may be different given that a country like Chile or Hong Kong may use the social media against the protesters or may shut down the social media when they get wind of the impending protest to limit the spread of dissenting views from that of the government. Therefore, the technological difference could explain in what ways social media is used in protest activities (Valenzuela, 2013; Piechota, 2020).

The Chilean government reportedly monitors social media to interpret public sentiment and understand the ideas that drive the protests (Valenzuela, 2013). The Hong Kong government is known to employ tactics similar to those of the Chilean government when it comes to surveillance and monitoring. Protesters in Hong Kong used applications to protect user data from governmental oversite. In Hong Kong, they obscured the leadership and prevented governmental crackdowns. How the protesters use social media dictates how the government will use it and vice versa (Piechota, 2020).
