Question: Suppose you have been asked to analyse the situation to understand it and with a view to communicating the impact to relevant stakeholders in a way that might assist in managing the impact. You will need to identify what you consider to be the "problem".
1. Construct a rich picture showing the essential elements of the situation that will occur. In developing your rich picture, you might take account of the various views of stakeholders and anyone else you think are relevant.
2. On the basis of your rich picture analysis, what would you identify as the basic problem that will be of greatest concern to the Government. Remember, in answering this question, that you are looking for the root cause(s) of the problem, so do not necessarily take at face value the "causes" identified in the description above of the problem situation but rather think more critically and deeply for yourself about what the fundamental issue(s) underlying the situation might be.
3. Present Input / Output diagram(s), select one transformation and do a CATWOE analysis for a system (not necessarily an information system), based on your answer to part b, that you would recommend to help prevent this kind of problem situation occurring again elsewhere.
4. Write draft root definition for your proposed system from Q1c.
5. Draw an activity model for your proposed system to address the problem from Q1c.
