The city of New Berlin is considering making several of its streets one-way (see the network provided). Also, due to increased property taxes and an aggressive road development plan, the city of New Berlin has been considering increasing the road capacity of two of its roads. If this is done, traffic along road 1-2 (from node 1 to node 2) will be increased from 2 to 5, and traffic capacity along road 1-4 will increase from 1 to 3. What is the maximum number of cars per hour that can travel from east to west with the current road system? If the increases in capacity for road 1-2 and 2-5 were both made, how would that change the number of cars per hour that can travel from east to west?
