When evaluating the teaching effectiveness of instructors in an academic department of public health, the average test scores obtained by students in their 15 biostatistics classes was recorded to be 78 with a standard error of 2.5. The national average for similar biostatistics courses is known to be 70. Based on this information, can you conclude that instructors in this specific department of public health perform score better than the national average.
