A friend of yours complains about budgeting hassles. “We keep producing budgets, but the rate at which requirements change due to competitive pressures, it seems to me that most decisions are made by guessing and emotion more than our cost estimates and budgets. Why can’t we use Scrum and Planning Poker? Our heavy-weight cost estimation processes never seem to be used to make decisions.” Do you think this a problem with the estimation process that can be fix with process improvements and or better data, or is this a new trend due to our hyper-competitive and rapidly changing world?
