Question

Why did some colonists characterize the Proclamation of Rebellion as the beginning of a "civil war" without precedent? Britons had never fought fellow Britons before-it was a sure sign of the downfall of the empire. Conflict was not limited to conventional armies-anyone who participated in correspondence with "rebels" was a legitimate target. Recasting the conflict as a "civil war" made it clear to foreign powers that they should not intervene.
