QUESTION 1:
Post 9/11, President George W. Bush and Congress agreed "that the changing nature of the threats facing America requires a new government structure ...." The goal was to take the "patchwork" of existing agencies and make a new agency with "unity of purpose." As a result, the U.S. Department of Homeland Security was created.
- Review the list of agencies that were swept into DHS during the reorganization.
- Can you think of a better plan or reorganization?
- Does the current organization make sense from an operational perspective?

1. What are the most striking differences between DHS in 2003 and DHS today? Explain.
2. Does DHS have a political edge? If so, how is political ideology demonstrated? If not, what is your reasoning for responding in the negative? Explain.
3. How do ordinary citizens and non-government organizations impact DHS? Explain.
4. Which agency currently within DHS could arguably be separated from DHS and placed under a different department (i.e. treasury, state, etc.)? Identify one agency, the department to which it should be transferred, and why. Explain.
