Question

HRT Corporation, a railroad company was buying tracts of land where they could install their railings. Somebody complained that they cannot expropriate since the company's power is merely to engage in railroad business. They argued that the company cannot compel owners to sell their land to the company because only the government has the power to do so. Is the complain valid? Why or why not?
