How would you answer (generally if necessary) Porter's Five Forces for a local city government?

BRIEF BACKGROUND ON THE SPECIFIC LOCAL CITY GOVERNMENT:

The city government governs Fire Dept, Public Works, Community Development, Building Inspections, Police Department, Water and Waste Water Department and Parking Department. There is a city garage that is part of the city government as well as a few stand alone wells. Water and Waste Water Dept has its own network, Police Dept has its own network and everything else falls under city hall network. There are about 100 users. IT staff of 2. We use virtualization for all three sites. We are suppose to back up in a three way circle but that's not working right so one location is not backing up off site. Each site has 3 nodes. We use AD, human resource and accounting application. We take utility payments on site cash or check or online using credit card. Not sure what else you would need to give a general interpretation of Porter's Five Forces for this local city government entity.
