CASE STUDY
"Anthony Long had recently submitted a bid to council for a land development project along a major highway route, (Highway 19). He stopped by the council GIS offices to get some additional information about another project and then went to get a cup of coffee. As he approached the breakroom, Anthony overheard a conversation. It was one of his competitors (Bob) and the Project Manager from Council (Dave) speaking about the same Highway 19 development project. Bob said, "So Anthony's team always puts together a competitive bid, don't they? Say if I were to submit a bid for, oh, $15.1 million, do you think that would be in the ballpark?"
David paused and then replied, "$15.1 million sounds a little high for that project."
Anthony was furious and he considered whether he should confront the two individuals or leave and report the situation."
