ILO had no treaty protecting rights of domestic workers, except for non-binding 1948 and 1965 declarations. ILO has had a total of about 200 labor conventions and more than 200 non-binding guidelines from its tripartite process. Issues to be resolved: minimum wages, ensuring timely payments, overtime and hours on par with other workers, freedom to negotiate live-in work, free to leave, right to keep identification and travel documents, written contracts, dispute mechanisms.
