The procurement department sends out an IFB for a sealed bid. Bids come in and the low bid is for a barely acceptable, lower quality unit that is only $5 less than much higher quality and clearly superior product manufactured by another company. Clearly the higher quality unit is a better value. Can you get the higher quality product under this procurement? If yes, how, and if no, what can you do?
