In this individual assignment, you will complete two tasks: A research report and a video presentation.
The written research report (Part A) will be prepared for a large organisation and will justify selected responsible AI principles and address the organisation's interests.

Context/Scenario
Aid Australia's main mission is to provide essential social security payments, financial support and related services to Australians in need. Witnessing the success of successful cases of GenAI use around the world, Aid Australia is particularly keen to deploy GenAI to assist with their application assessment process. Employees in the department are familiar with GenAI as they use CoPilot for their work and during this time managers have observed significant time savings, efficiency and increased quality in work.
Given this recent success, the Responsible AI Committee, led by Chief Risk Officer, Chris Ma, is considering expanding the use of GenAI to the application approval process with the aim of increasing the turnaround time for vulnerable citizens. It is expected GenAI can help speed up the administrative work required to process each application. Currently the process takes at least a week due to the need to consider the applicant's history, individual circumstances and assess whether the application is genuine. Employees in this department processes thousands of applications on a weekly basis and GenAI is posited to be able to enhance the process, by screening applications that are received, flag potential fraudulent cases and approve/reject applications seeking assistance. However, Chris Ma is concerned about the accuracy of the algorithms (for example to avoid false positives that could lead to genuine citizens not being able to receive assistance), transparency in decision-making, potential bias and ensuring that the automated approval process do not unfairly penalise citizens. There are also concerns with regards to impact on jobs and skills and potential risks due to "hallucination" -inaccurate information being used to evaluate applications.
Part A (Research Report)
Imagine you are assisting Aid Australia's Responsible AI committee with the project of deploying the automated approval system ethically and responsibly. Your task is to advise the executive team on the possible ethical and social implications of introducing these technologies into their services and provide principles of AI ethics and responsible AI to help address their concerns.
You will critically analyse and synthesise research resources on AI ethics and responsible AI guidelines and governance frameworks to identify and develop a specific ethical and responsible AI framework for Aid Australia to use when deploying AI-powered application assessment system.
As this is a research report, you are expected to leverage a mix of commercial and academic ethical frameworks relevant to AI and emerging technologies in the government and public service sector. This will involve examining the resources provided during the course as well as engaging with new materials that may be relevant to this context.
Part A (Objectives)
Analyse and articulate the key ethical considerations involved in implementing AI for government and public service sector, including issues related to data privacy, algorithmic bias, and decision-making transparency.
Develop a structured framework for the ethical and responsible use of AI technologies within Aid Australia. This framework should address critical factors such as data confidentiality (privacy and security), fairness in automated approvals/rejections, and the accuracy of AI-driven assessment process.
Provide actionable guidelines for Aid Australia to implement an AI-powered applications assessment system. These guidelines should focus on ensuring accuracy of algorithms, transparency in decision-making, minimising biases in detection across different citizen demographics, and preventing automated security measures from unfairly penalising genuine citizens in need.
This assignment encourages you to critically examine the intersection of AI technology and government/public service, fostering a deeper understanding of how ethical principles influence the responsible adoption of AI in high-stakes public services sector.
Part B (Video)
Following the development of an ethical and responsible AI framework for deploying AI-powered application processing system within AidAustralia, there is a need to communicate and demonstrate the effectiveness of these principles to a broader audience. This includes customers/citizens, employees, regulators and unions, as well as advocacy and support organisations. The goal is to ensure that all stakeholders understand how AI can be used safely and responsibly to enhance application processing services, addressing any concerns about the accuracy of the algorithms used for application processing, transparency in decision-making, biases in fraud detection across different citizen demographics, and automated security measures from unfairly penalising genuine applicants etc.
For Part B, imagine that you are required to assist Aid Australia with developing a comprehensive communication strategy aimed at persuading the general public (citizens) and external stakeholders about the benefits and safeguards of using AI-powered application processing system. The objective is to demonstrate how the ethical framework and principles outlined in Part A effectively address the ethical challenges and concerns stakeholders might have when engaging with AI in lodging an application for assistance with Aid Australia. This task focuses on building trust and transparency around the use of AI technologies in public services.
Part B (Objectives)
Develop a 7-minute video presentation that outlines how Aid Australia will inform and engage with customers/citizens, employees, regulators and unions, as well as advocacy and support organisations about the introduction of AI-powered application processing system.
Create key messages that highlight the benefits of AI in enhancing service delivery and turnaround time while addressing potential ethical concerns, such as the accuracy of algorithms, transparency in decision-making, potential biases in application processing across different citizen demographics, and the risk of automation unfairly penalising genuine citizens who need help.
Propose strategies for ongoing engagement and feedback collection from stakeholders to ensure that the AI tools continue to meet ethical standards and are responsive to the needs of the society.
