In any human services program, one of the most influential stakeholders is the funding institution. The funding institution often has its own expectations for the program and its evaluation.

Describe how the needs and expectations of each of the above stakeholders influence a program plan.

Brief Community Description

Over the last 5 years, McNearWater Children's Hospital has recorded an increasing number of births to mothers who had no prenatal care. With increasing concern, the hospital understands that lack of prenatal care can result in health problems for both mother and baby. Researchers suspect the increase of infant deaths status is strongly related to this concern. The hospital and community are very interested in addressing this concern.

Funding Opportunity

The purpose of this funding opportunity announcement (FOA) issued by the National Institute of Health Care is to solicit proposals to increase the percentage of mothers who receive prenatal care. The total project period for an application submitted in response to this funding opportunity may not exceed 2 years. Direct costs are limited to $275,000 over a 2-year period, with no more than $200,000 in direct costs allowed in any single year. The funding is not renewable.

This funding opportunity is available to programs that can achieve the following objectives:

•Increase number of mothers who participate in prenatal care
•Decrease the number of low birth weight babies
•Decrease the number of infant deaths
