Question

A final problem with Maggie's efforts to work with IT is keeping the project going. Once a developer is actually working to improve the orientation system, they were often pulled off to work on other projects. These changes will make it hard for IT to complete the work they have planned, and Maggie will not have a clear idea of what features will be completed by the time that her team needs to start using the updated system to plan orientation sessions. Pulling the developer off the project is also wasteful since the developer may have gotten a new feature 90% finished but not be able to finish the final 10% or may rush to finish it and do a poor job. If I were Maggie, I would wonder if the project the developers were put to work on were more important than her project. Not understanding the priority of her request can lead to additional frustration.
