The term signaling is used to define communication about the network, as opposed to interaction that just uses the network.

A computer uses signaling with reserved VCI/VPI numbers to interact with a switch to create a connection or transmit other network control code. These connection requests and network control codes are also sent in cells and since the VPI/VCI use in these cells are saved there is no confusion between control and data  cells.
