What were the main goals of the Northwest Ordinance? The Northwest Ordinance would ban slavery in the Northwest territory. The national government would sell plots of 640 acres to people for only one dollar. This would promote economic growth. It also set the guidelines for any group of people that wanted to join as a territory or state.
