What is graceful degradation?
In multiprocessor systems, failure of single processor will not halt the system, but only slow it down by sharing the work of failure system by other systems. This ability to continue giving service is proportional to the surviving hardware is known as graceful degradation.
Another solution then would be to keep a pool of threads. Whenever a new task arrives, the system would simply get a thread from pool and set that thread to work on the given task.
