  • To meet the data management wants and requirements of the user, which embrace storage of data and the ability to perform the aforementioned operations
  • To the extent possible, To guarantee, that the data in the file are valid
  • To optimize performance both from the user's point of view in terms of response times and from the system point of view in terms of over-all throughput
  • To provide I/O support for a diversity of storage device types
  • To eliminate or minimize the potential for lost or destroyed data
  • To offer a standardized set of I/O interface routines
  • To offer I/O support for multiple users in the case of multiple-user systems
