UDP utilizes IP for delivery. As ICMP UDP packet is encapsulated in IP datagram. Therefore entire UDP message should fit into the IP datagram, and which datagram should fit in single Ethernet frame. Maximum size of an Ethernet frame is 1500 bytes. Therefore largest UDP message which can fit in single Ethernet frame must not be larger than 1500 bytes.
