What are the international policies  -  Policy process

In international policy, (politics) each state is part of a system and each is the guardian of its own security and independence. Each regards other states as potential enemies that may threaten fundamental interests. Consequently states generally feel insecure, regard one another with apprehension and distrust. All become very concerned about their strength or power. To prevent an attack, be weapon or be economic force, state must be powerful enough to defend and sustain. For a disproportion of power may tempt another state to attack.
