YouTube like video ads

We have an current website for video hosting where users can upload the videos (just like a smaller version of YouTube) and its in PHP.

We need to setup pre-roll ads (with adwords and double click for publishers - DFP) merely like YouTube which will play in the beginning for few seconds if the user watching the video doesn't skip it after five seconds.

Desired Skills are CSS, HTML and PHP
