i think that question is trying to make an emphasis on either laws, declaration of war, annexation or announcement of annexation that create an issue with foreign countries
example can be something like annexation of Oregon and relation to great Britain or any other issue that involve France or Spain.issue with Mexico with territory acquisition i guess could be part of the idea.
