Q. How is it explained that a person with the spinal cord sectioned at the cervical level is still able to perform the patellar reflex?

The arch reflex depends only on the integrity of the fibers at a single spinal level, in the arch reflex the motor response to the stimulus is involuntary and automatic and does not depend upon the passage of information to the brain so it happens even if the spinal cord is damaged at other levels.
