Simple PHP or JavaScript Calendar App

I want a modest web application written in either PHP or JavaScript. I do not care which it is written in as I can read both of the languages. The merely requirement is that it be able to communicate with MySQL database. I will as well provide all of the graphic design for the project. I could code it myself however it will be faster if a professional completes the coding and I take care of the rest.

I will finally convert the web app into a mobile app however I can take care of the migration.

Requirements-

1) Login/Register tied to MySQL

2) Sync events with Google Calendar

3) Modify events with Google Calendar (time, place, invites, etc.)

4) The only difference between a basic calendar and this application is the ability to select a command to be able to push all events following a specific event a certain amount of time. For example, if appointment A is completed.
