Want simple functional website without any graphic work, like panel

Project Description:

I want a very simple look website .It should be like a panel. Few tab, contact form, registration form.

There should be deposit balance feature need. Where admin will add fund. When buyer order a service, fund will be deducted from balance. On admin panel there should have option to include service name and price, and unit of each. Also need to have some logic to process

It's very easy work, if you know programming well.

Skills required are HTML, Java, PHP, MySQL, and Website Design
