A watershed rule of criminal procedure: a. announces a significant change in the law, altering our understanding of basic elements of a fair proceeding. b. is the same as the procedural device known as certiorari, and provides another forum for attaining interlocutory review of a lower court decision granting or suppressing evidence. c. is important in coram nobis litigation, but not in direct appeals or habeas corpus.
