The purpose of this research was to determine whether creative thinking skills could be improved in participants of a youth leadership program in the post-Soviet countries of Ukraine and Armenia. A secondary hypothesis of this research was that historical and cultural influences impeded the use of creative thinking skills in post-Soviet countries. The argument was obtainable that the need for these skills has become more urgent because of the worldwide shift from industrial-based economies to a knowledge economy. Participants were tested at the beginning and end of the program. A rise in confidence in approaching problems in their communities was found to be significant. Other results were indecisive. The research caused in several recommendations for improvement of the IOC program as well as the suggestion for a longer-term study.
