When the Constitution was written, none of its Framers could have envisioned a large, professionalized federal bureaucracy. No such thing as a "bureaucracy" existed in the world in 1789, really. What problems does the separation of powers and checks and balances, and particularly the way the Congress and Presidency compete for power (not to mention the way they have to raise funds to run for office), produce for administration of the nation's laws
