For each of the following arguments, identify the main conclusion.

The police raise a substantial amount of money every year by collecting speeding fines - money which would otherwise have to come from the government. And if it came from the government, it would have to be raised through increased taxation. As it is now, speeding fines are a kind of voluntary taxation - if you speed, then you pay for that privilege. If you don't speed, you don't have to pay. What could be fairer than that?
