I would need to note that there are a great many barriers to putting textbook decisions in the hands of faculty. The barriers are structural, historical, political, and interpersonal. I would also argue that certain environmental factors (such as MOOC's by Harvard and MIT, and the overall balloonong of information available free and inexpensively online) are creating pressure for a bit more flexibility in class requirements.
