Explain Constituent instruments

Constituent instruments of international organizations, in which a treaty becomes a statute of an international organization, for example, International Criminal Tribunal for Rwanda (ICTR) and International Criminal Tribunal for Yugoslavia (ICTY) were established under the United Nations Security Council (UNSC) resolution. Moreover, the Universal Declaration on Human Rights (UDHR) is also considered as a source of international law because of its wide application.
