Explain about the Stages Model of Policy Outcome

Dividing the policy process into discrete steps is also the analytic point of departure for much of the more recent work on policy formation. For example, in a recent collection of essays on policy reform and the "new" political economy in developing countries, Gerald Meier notes that the "usual approach" is to view policy formation as a linear process that goes from predictions and prescriptions given by economists [or other technical advisers] to the policy maker, to policy choice by the policy maker, to implementation, and finally to the policy outcome.
