The purpose of this study is to evaluate the role of the superintendent in a pre-K-12 school district in educating bilingual students to maximize their opportunity to attend a post-secondary institution. The literature review revealed that professional development, communities of practice, high academic standards for all students, assets-based belief structures, community/parent connections and inclusive education create higher levels of success for English Language Learners (ELLs), but the literature did not show the leadership qualities of the superintendent or the superintendent's role in creating those common structures across schools for ELL success. The lack of research specific to the role of the superintendent leads to the development of my research questions: In a school district where ELLs have experienced academic success, what are the leadership characteristics of the superintendent; and what are the common practices across schools established by the superintendent? I will view my research through the theoretical framework of social justice and the Public Education Leadership Project (PELP) Coherence Framework, and I may use a single instrumental case study design. My study will focus on a suburban district with equitable graduation rates and achievement scores for ELLs when compared with non-ELLs, and I will use direct observation, interviews, documentation, and a survey to gather data to conduct an embedded analysis looking for patterns comparing my anticipated results with the data. Understanding the role of the superintendent's leadership qualities and how he/she establishes common practices across schools will make a research base to support superintendents in creating high quality education for ELLs.
