Globalization: The Globalization is a process of developing a program core whose features and code design are not solely based on a single language or locale. Instead, their design is generated for the input, display, & output of a defined set of data related to a specific locales & Unicode-supported language scripts.

Localization: The Localization is a process of adapting a program for a specific local market, that  includes translating the user interface,  customizing features (if necessary),resizing dialog boxes, and testing results to ensure that the program still works.

You can visualize the globalization as more of architecture decisions. While the localization is adapting your content to the local market. The Localization phase occurs before globalization phase.
