Determine the reasons of policy perspective
The term system is needed for two reasons:
i) It encompasses all sovereign states and therefore possesses the virtue of being comprehensive.
ii) It helps place the specific forms of forces on the relative on interaction among the component units. The behaviour of each state depends on the behaviours of other states under international policy coordination.
Michael Mandelbaum has offered a twofold scheme, the inside-out and outside-in approach. According to inside-out approach, a nation's behaviour is the product of its policy makers or of the over particular character. In contrast, in the inside-out explanation, foreign policy is the outward expression of the state's interested rule or character. The outside-in approach comprises the constraints place in all states. For example, every state's security policy is a product of the international or state system and not the state itself. It is the outside-in expenditure.
