Define the term - policy elites
A community of policy activists having somehow, a dominant position in policy process, called policy elites. They are guided by a substantive problem-solving orientation and many are also sensitive to the strategic dimensions of policy entrepreneurship. These policy elites have considerable capacity to think strategically about managing opposition, taking advantage of opportune moments, and putting together supportive coalitions for reform. They often have detailed knowledge of power relationships and bureaucratic interactions that could help or hinder efforts at reform. They not only have preferred solutions to policy and institutional problems, but also the capacity for generating strategies to encourage the adoption and pursuit of preferred solutions.
