It is a period expense because the cost can be directly assigned for specific period. According to the rules if the entire use to which a cost can be put is consumed in the current accounting period (such as rent or utilities) it is probably a period cost, whereas it can be linked to a product or is divided in multiple periods, but not as a period cost.
