According to Antwi, Y.A, Moriya, A.S., Simon, K.I., "Access to Health Insurance and the use of inpatient medical care: evidence from the Affordable Care Act", the authors hypothesize that because of moral hazard, the Affordable Care Act (ACA) will increase the use of inpatient services for young adults who may be newly covered. However, the authors also suggest a competing reason why inpatient services might instead decrease. What is that competing reason? The authors argue that having insurance actually increases inpatient hospitalizations even though the intensity per visit is something that decreases. Why is this assuming that the authors are correct? Is this finding consistent with the RAND Health insurance experiment? Explain your answer.
