He then turns, in ch. 4, to an account of how states formed after WWII pursued peace and prosperity, often with less successful results.

In this paper, answer the following question: Why have the strategies for peace and prosperity pursued by modern states, especially in Africa, been less successful than previous strategies, and what forces of globalization have contributed to this dynamic?
