According to researchers for the Economic Policy Institute (EPI), U.S. employers expect employees to act as "unencumbered workers,"-that is, as employees who function as if they had a full-time partner or caregiver at home-ignoring the reality of an economy in which most mothers work and most married couples are dual wage-earners. Experiences in other countries can yield insights for new U.S. workplace policies, making it easier for American workers to balance the demands of career and family.

In a report issued on January 9, 2002, EPI highlighted the findings of a study of global policies.
