Yes it has, according to the California Senate Bill 396 that became effective January 1, 2016, outpatient surgeries must have a medical staff that must be qualified and appropriately credentialed and facilities that are not state-licensed or Medicare certified must be accredited by The Joint Commission or other accrediting agency approved by the Medical Board of California.
The SB 396 also requires affected facilities to conduct peer review reports about medical staff applicants and member from state professional licensing board. These applicants and member are subjected to unannounced accreditation inspections, which may be conducted after 60 day of being noticed.

What would you identify as a priority in creating policy regarding outpatient surgeries?
The priority for creating policy regarding outpatient surgeries seems to be more concerned with the evaluation of medical workers. They want to make sure that these workers are doing their jobs up to par of what is expected from a medical worker and by adding legislation like SB 396 it is making doctors accountable for their actions and practice.)
