Question: Oliver T. is a young social worker employed by a multi-purpose family service agency in a major city. One of his tasks is to review the data the agency uses to evaluate the effectiveness of its school dropout prevention program. The foundation that funds the program requires these data annually to determine if it should continue to provide the agency with the resources needed to sustain it. In reviewing the data, Oliver notices that some of it is incomplete and that some of the information reported is not entirely accurate. He brings these matters to the attention of his supervisor, Mr. F., who assures him that the agency will send the missing data to the foundation soon and that the discrepancies in the data are minor. Mr. F. also tells Oliver that providing a full accounting to the foundation would jeopardize the program's existence and that it is too important to the community to risk this possibility. Oliver is torn. On the one hand, he is aware of the impact of the dropout prevention program and the agency on the community. If the agency loses funding, the community's youth, their families, and the community as a whole will suffer. On the other hand, although Oliver trusts his supervisor and enjoys his job, he knows that if he "signs off" on the report, he will be lying and risking potential damage to his career and the agency.
